COUNTY OF BERKS Fiscal Manager - Youth Shelter in READING, Pennsylvania

POSITION SUMMARY:

This position is primarily responsible for all fiscal and accounting functions associated with the operation of the County of Berks Youth Shelter. This position is expected to perform complex financial reconciliations, analysis and accounting tasks while preparing, populating and reviewing financial, statistical, and/or technical reports. Work involves the development and monitoring of the department's annual County budget and the Needs Based Planning Budget required annually by the State Department of Human Services (DHS), Office of Children, Youth and Families (OCYF), including all amendments and revisions. Fiscal Manager will oversee the fiscal and reporting functions associated with contracts between other Counties and the County of Berks, including preparation and submission of invoices for payment by Other Counties and Federal funding requirements. Oversees department biweekly payroll function. Supports and attends, as needed, all fiscal related meetings associated with County or State budgets and fiscal updates to provide analysis and dissemination of financial information.

ESSENTIAL FUNCTIONS:

  • Maintain direct responsibility for all fiscal and accounting functions associated with the County of Berks Youth Shelter operation.
  • Prepares monthly, quarterly analysis that: monitors impact of changes in funding certifications on budgeted funds and ensures accuracy of booked receivables, payables and projected year end fund balances.
  • Liaise with the Department of Human Services (DHS) for financial matters. Oversee DHS required reports (invoices, budget submissions, etc.), per diem calculations for out of county residents and ensure Federal funding eligibility.
  • Responsible for the department's accounting within the County's general ledger system, preparing reconciliations as needed.
  • Participate in the annual audit. Work with auditors to complete the audit.
  • Monitors on-going compliance with Commissioner/budgetary mandates, generally accepted government accounting principles, and DHS regulatory and legislative changes as they relate to reimbursement rules, revenue, expense, operating and quasi-external transactions.
  • Oversee the Operation's payroll process.
  • Create and maintain financial analysis that supports staffing levels, build verse buy, ROI, breakeven analysis, in source verses outsource decisions, department performance metrics, six sigma financial impact statements.

MINIMUM EDUCATION AND EXPERIENCE:

  • Bachelor's degree in accounting, finance or business with emphasis in accounting.
  • Four (4) plus years recent experience in public sector financial accounting and/or budgetary analysis or related private sector experience. Applicable experience and training may be substituted for any requirement at the discretion of the Director of Budget and Finance.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

  • Working knowledge of generally accepted government accounting principles as they pertain to fund accounting (preferred).
  • Ability to analyze Regulatory Acts and translate the economic provisions into budget dollars and related general fund impact (preferred).
  • Significant experience with export and query functions of enterprise financial software packages (preferred).
  • Experience with the use of ERP platforms for financial analysis and budgeting (preferred).
  • Ability to analyze complex financial related activities (required).
  • Accomplished user of Excel to create financial analysis, including creation of pivot tables and use of import function(required).
  • Extremely organized and attention to detail (required).
  • Ability to multitask and reprioritize goals and deliverables on a daily, weekly basis (required).
  • Excellent oral and written communication skills (required).
  • Ability to collaborate both on projects and teams or committees and independently (required).
  • Phy ical presence in the office is required.

PHYSICAL DEMANDS:

  • Eyestrain - Long periods of time looking at a computer screen.
  • Long periods of sitting are required when analysis must be completed.
