Basic Function

The current vacancy is in the Parks & Recs Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

To perform maintenance, cleaning, and building service duties in County and regional parks and recreational areas, golf courses, and ice arenas; and perform related duties as assigned.

The role of the Maintenance & Operations Worker I with Ramsey County Parks & Recreation will focus on performing maintenance, cleaning, and building service duties in Ice Arenas, county parks, regional parks, golf courses, and other recreational areas. The position will also perform related duties as assigned. The M&O Worker I is a front-line position and works with diverse groups of people in the Ramsey County community. Work is done on both weekdays and weekends with some shifts occurring in the evening. No prior experience in the field of parks & recreation is necessary. ACDL Class A license is required but training will be provided, and the license can be obtained after starting the position. The Class A CDL must be obtained within the 1st year of employment. Successful candidates will have strong maintenance and customer service experience as well as the ability to work alongside diverse organizations and people.

If an internal candidate is selected, salary will be set in accordance with the personnel rules (i.e., promotion, transfer, or voluntary reduction).

Examples of Work Performed

  • Maintain indoor ice-skating arena to include inspecting ice for thickness and temperature, checking and adjusting refrigeration controls, flooding ice, operating ice resurfacing equipment, installing recreational equipment, and removing and installing scoreboards.

  • Take readings of refrigeration equipment and make necessary compressor adjustments to maintain ice temperature.

  • Clean and maintain buildings to include sweeping and mopping floors, picking up and removing trash, performing remedial painting of walls and fixtures, and washing walls, windows, tables, sinks, toilets and related items.

  • Maintain and operate building security and fire systems.

  • Repair building fixtures and equipment such as doors, windows, locks, sinks, toilets, chairs, tables and lockers.

  • Repair dasher boards, concrete floors, condensers, electrical motors, and furnaces; may perform minor welding or metal fabrication work.

  • Monitor facility air quality, utilizing air quality measuring device and follow prescribed MDH record keeping.

  • Sell and schedule arena rentals, sell tickets, receive payments and maintain records of arena use and cash received, to include bank deposits and daily cash accounting.

  • Provide friendly and courteous customer service to parks and arena patrons by sharpening skate, administering emergency first aid, responding to complaints, crowd control and enforcement of arena/park rules.

  • Maintain parks, arenas and golf courses by mowing grass, planting and pruning trees, shrubs and bushes, cutting and removing dead trees and brush, watering grass, trees, and flower beds, applying fertilizer and pesticides, picking up and removing leaves, erecting fences, grooming golf greens, fairways, and tees, aerating turf, maintaining sand bunkers, and performing similar duties.

  • Remove snow from sidewalks and driveways using shovels, snow blower, or truck with snow blade attachment.

  • Operate cross-country snowmaking and grooming equipment and maintain cross-country skiing trails.

  • Operate computer and County software programs to perform various work tasks.

  • Install and remove playground and beach equipment, tables, chairs, grills, signs, barriers, and related equipment.

  • Maintain vehicles and mechanical equipment by changing oil, lubricating parts, sharpening mower blades, changing filters, and changing tires.

  • Clean, adjust, and maintain tools and equipment in good working order.

  • Transport equipment to various sites by driving trucks with trailers; change tractor implements.

(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position’s management approved work schedule is required.)

ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 14, 15, 17.

Minimum Qualifications

Education: Education sufficient to provide the knowledge required; and is likely to be obtained by attending high school.

Experience: One year of experience in parks, ice arenas, golf course maintenance, or general grounds maintenance; or facility operation and maintenance; customer service; or a directly related field.

Substitution: An Associate degree may substitute for one year of experience.

Certification /Licensure: Must have commercial driver license permit within 6 months of hire date and obtain commercial driver license, class A, within one year of hire. Positions in this job class are subject to drug and alcohol testing pursuant to Department of Transportation rules. Testing negative on required tests is a condition of employment. May be required to obtain pesticide applicator’s license, depending on assignment.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

Training and Experience Rating = 100%

The examination for Maintenance and Operations Worker 1 will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Maintenance and Operations Worker 1 . This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 1 month or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Banded Language: The names of all applicants who pass the examination with a score of 40 or higher will be forwarded to the department for further consider.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.
